Joy Cudiamat, MSHI, RN is an accomplished program manager and health informaticist with more than 15 years of experience in clinical care, health IT and federal consulting. She has a proven record of leading complex clinical and IT projects, supported by six years of direct experience as a registered nurse. As program strategy director at Aptive, Joy plays a key role in supporting the U.S. Department of Veterans Affairs Veterans Health Administration Electronic Health Record Modernization initiative.
Before joining Aptive, Joy led health IT and modernization efforts for several federal agencies, including the Department of Defense, the Department of Veterans Affairs and the Health Resources and Services Administration. She contributed to major programs such as DHMSM, DMIX, JOMIS, VHA’s Standards and Interoperability initiative and Informatics Patient Safety, as well as workforce development projects at HRSA’s HIV/AIDS Bureau.
Her experience includes managing a $70.9 million EHR modernization program and leading the rollout of the MHS GENESIS system at Booz Allen Hamilton. She has supported system optimization, terminology standardization (SNOMED CT, ICD-10, LOINC, RxNorm) and data integration across multiple health IT platforms. At Trilogy Federal, she improved healthcare processes for the Informatics Patient Safety team and led the development of stakeholder-facing dashboards using Power BI. At IMAT Solutions, she oversaw full project lifecycles and ensured interoperability through standardized terminologies. At Andrew Morgan Consulting, she led organizational assessments and strategic planning for HRSA’s HIV/AIDS Bureau. Across roles, Joy brings a hands-on, results-oriented approach to program delivery and informatics leadership.
Joy also has extensive experience with electronic health record systems including Cerner, Epic, Meditech and MHS GENESIS. She has led initiatives involving user acceptance testing, clinical decision support, data analysis and terminology alignment. Drawing from her background as an operating room nurse, she brings practical insight into clinical workflows and applies that knowledge to build solutions that work in real-world healthcare settings.
Her ability to engage senior stakeholders, define reporting and analytics needs and lead strategic planning efforts makes her effective in dynamic, high-visibility environments. Joy focuses on bridging the gap between clinical operations and technical systems to support measurable, patient-centered improvements in care delivery.
