We specialize in determining the feasibility of evaluating programs and policies before resources are allocated for an evaluation. We conduct a comprehensive analysis of the program or policy to determine if it is appropriate for evaluation, and if so, what type of evaluation would be most effective. Our experienced evaluators work closely with federal agency staff to identify the program’s goals and objectives, intended outcomes and any potential barriers to a successful evaluation. Our evaluability assessments services help federal agencies ensure that resources are allocated effectively, and evaluations are conducted efficiently, resulting in better outcomes for citizens.

We use a range of research methods, including data analysis, site visits, interviews and focus groups to collect information on how the program or policy has been implemented in practice. Our experienced evaluators work closely with federal agency staff to identify key implementation challenges and opportunities for improvement.

Policy Recertification and Compliance

We support VA’s efforts to address the U.S. Government Accountability Office’s high-risk designation of Veterans Health Administration (VHA) policies as ambiguous and inconsistently implemented. The high-risk designation is a direct result of national VHA policies overdue for recertification or rescission. Among our tasks is leading efforts to meet VA’s goal of reducing to zero the 175 national policies overdue for recertification and overhauling the policy review process to ensure consistent policy implementation at every medical facility within the VA health care network. Our policy experts conduct a line-by-line review of every policy document to ensure consistency and compliance with national VA policy standards and other relevant state and federal laws. The team then works with VA stakeholders and subject matter experts to develop project plans and inform policy decisions through field input, policy drafting workgroups, and making all draft policy documents available for comment by all VHA employees before final submission for concurrence.

Evaluation of Women Veterans Access to Quality Care

Aptive led a qualitative evaluation of the VA Women Veterans Program Manager (WVPM) role to identify and understand program needs, cultural components and process improvements. These findings were reported to Congress with the goal of providing additional support to WVPMs so they may offer improved quality of and access to care for women Veterans. We also lead survey development and data collection and reporting work to establish reproductive access baselines for service implementation of abortion care services and understanding models of care women’s health clinics use. We provide these findings, along with other care quality metrics, in an annual, Congressionally mandated report.

Aptive supported VA’s National Center for Patient Safety, Product Effectiveness (PE) Office in developing, testing and optimizing the HRO implementation process. Our team worked with PE to develop and pilot an HRO optimization model containing 29 measurement activities. Aptive also provided ongoing, integrated program management support using a proven project management approach to successfully coordinate with hundreds of PE professionals to develop and execute concurrent, multi-site engagements to increase awareness of HRO; integrate and analyze data on safety and culture change; provide training and communications on Prosci change management and HRO principles; and provide support to help strategize improvement efforts.
